I’d argue any character looks hotter partially clothed in a good outfit. As for the best though I have to give it another trigger/ginax slut ryouko matoi as both her and Yoko look so damn slutty and tight. Mythra is so damn sexy in her swimsuit and regular outfit. And finally Rin/Ishtar look so perfect in their school uniform/ Ishtar’s regular outfit.
